      【摘要】 目的 分析琼海市人民医院2010-2015年人力资源发展变化,发现问题,提出该院人力资源战略性管理策略。方法 采用文献资料分析法和摸底调查的方法,并对相关领导和员工进行了深度访谈。结果 2010-2015年琼海市人民医院医护比分别为在1:1.07~1:1.18之间,护理人员缺乏;编制外人员占的比重较大;6年内该院均超过50%卫生技术人员学历在大专及以下;初级职称人员均在70%左右,高级职称比例很小;卫生技术人员年龄构成均以小于35岁者为主。结论 琼海市人民医院人力资源管理总体战略为:树立以人为本的战略人力资源管理理念,加强人才建设;重视管理;制订合理的人员考核与激励制度;制定合理长期的人才交流、培训和开发计划。

Analysis of development situation of human resources in Qionghai Municipal People's Hospital from 2010 to 2015and its strategic management strategy.

【Abstract】 Objective To analyze the development situation of human resources in Qionghai Municipal Peo-ple's Hospital from 2010 to 2015 in order to discover the problems and put forward the management strategy of humanresources. Methods Structured questionnaires were used to collect and analyze the data on the human resources inQionghai Municipal Hospital from 2010 to 2015, as well as the method of literature analysis and interview with the presi-dent and staff of the hospital Results The ratios between doctors and nurses in Qionghai Municipal Peaple's Hospitalfrom 2010 to 2015 were 1:1.07 to 1:1.18, which showed the nurse shortage. Unauthorized personnel accounted for alarger proportion. During the period of 6 years, more than 50% of health technical personnel only had college educationor even below. The junior professional titles accounted for about 70%, with a small proportion of senior titles. The age ofmost health technical staff was under 35. Conclusion The overall strategy of human resources management for Qiong-hai Municipal People's Hospital should be suggested as the establishment of people-oriented strategic management phi-losophy of human resources, reinforcement of talent construction, much attention on the management, reasonable mecha-nism of staff assessment and incentive, and the reasonable formulation of long-term talent exchange, training and devel-opment program.
